I have no idea why he was allowed to make a refugee claim in Canada after that. Seems like a disqualifying factor. No idea how the Safe Third Country Agreement would have worked in this case.

I mean, Canada's taken in like 50k Syrian refugees, to say nothing of refugees from other locations over the past few years and they haven't generally caused issues. We've had more attacks from Canadian-born people like the Ottawa shooter, Aaron Driver's plot, and the Quebec mosque shooting than we've had from refugees. The refugee system is apparently being reviewed, but I think it works a lot differently now than it did back in 2012 when refugees weren't really on anyone's radar.
