How is that supposed to help in terrorist attacks!? If anything that would make more on the account that people only really resort to terrorism when they don't have enough power or money to directly confront their opponent safety without being dominated.

Probably because a lot of people didn't really pay attention until Trump was elected. They're uninformed about the actions and policies of previous administrations and assume that things like selling old military equipment to local police departments is a frightening new transgression, when it's been "business as usual" for quite some time now. 

What's truly frightening is that the neo-Nazis and Antifa groups clashing violently around the country will give the police just the excuse they need to play with their fancy new toys, and that the average American citizen will be happy for them to do it. 

The stage for a police state has been set. All we need now is for the morons of the alt-right and regressive left to keep up their public violence, and citizens will flat-out demand a police state.

His limits let them buy an APC in East TN, as I mentioned. IIRC they also bought several surplus drones as well.

I'm not buying that he stopped this by any appreciable amount. Whatever he put in place must have had loopholes the size of an airplane hanger.

- Weapons. I really doubt that they'd use the same ammo and using the same rifles / pistols would be quite impractical... However using the "last gen" weapons is a great idea to save money and there is no harm in using ex-military ammunition to train.
- Anything else they buy will only make them more safe or more effective. APC, Armour, Gadgets you name it... What is the problem with that? Would you be "less afraid" of a police force using WW1 tools?
- Police state. You 'muricans have no idea about it. Until the state asks you to hand in your guns (something a lot of people already advocate for) and the first curtained cars without license plate show up you didn't taste it.

The fact of the matter is, a police force is supposed to be a part of a community, just men and women doing their jobs no different than Baker Bob or hairdresser Liza. It's not some occupying extraneous force that roves the streets searching for wrongdoers so it can flex its muscles.

driving through a neighborhood is not the same thing as actively seeking somone to harass. If they happen upon a crime in progress, by all means stop it. Don't go out of your way to ruin someone's day when there's no evidence of crime.

Actually the APC is probably better for the city streets. More space for equipment, better armor, and honestly they're not that slow. You have to think most modern APCs can go about 50 to 60 miles an hour. So can most modern tanks for that matter.
