so if this measure helps reduce violence, it's probably the next best thing

No, no it really isn't. This is an incentive for people to go about doing more of these criminal acts, knowing they will get rewarded. Not to mention the long term repercussions that will come out of this. This isn't justice.

That money should've been used to fund the state police and put these animals down (or in jail, whatever).

Or better yet, use the money to provide more opportunities, jobs and education for people so they don't have to become gangbangers. But that's just a pipe dream considering what the US is becoming.
